Start by recording what you can lawfully observe: the channel, the invite link and any relevant messages already accessible to you. An invite link is not evidence of the content behind it. Keep access conditions and content observations separate.
Classify the target before choosing a reporting route. Telegram's Channels FAQ says private channels with publicly available invite links are treated like public channels in content disputes. Document where the invitation was publicly posted; do not publish a private invitation yourself to change its apparent status.
What to collect first
